With reference to your letter No.8730/12 of the 23rd
ultimo transmitting the draft of a despatch relative to

the Prerogative of Pardon which Mr. Secretary Harcourt
proposes to address to the Officer Administering the
Government of Hongkong, I am directed by Secretary Sir
E. Crey to suggest that for the words "will therefore be
vested in the Secretary of State for Foreign Affairs" in
the concluding paragraph of the draft the words "will
therefore be exercised by His Majesty the King upon the
advice of the Secretary of State for Foreign Affairs" should
be substituted.
These latter words were those which were
originally employed in the letter of February 13th last,
from your department, and as it seems to Sir Edward Grey
they more correctly define the position of the Secretary of
State for Foreign Affairs in regard to the matter.
